Regine Pizzeria has been granted a licence to operate in Wandsworth, despite concerns raised by local residents about potential noise and litter. The pizzeria, located at 20 Enterprise Way, received its premises licence from the Wandsworth Licensing Sub-Committee on Thursday, July 23, 2026.
The application had initially drawn 10 objections from residents, primarily focusing on public nuisance and the protection of children from harm. These concerns were amplified by the pizzeria's proximity to three nurseries within approximately 50 metres and a children's play area situated only a few metres from the restaurant's outdoor seating area. Specific risks identified regarding the protection of children from harm related to alcohol sales near these facilities, with worries about increased noise, anti-social behaviour, and litter, including bottles, cans and broken glass,
which present an obvious safety risk to young children.
Concerns were also raised about the sale of alcohol for off-premises consumption. While the applicant argued that off-sales were comparable to nearby supermarkets, objectors suggested prohibiting them entirely. However, the subcommittee rejected this condition. The applicant stated they will not permit excessive alcohol consumption, with bar sales ceasing when the kitchen closed
and that alcohol would only be served with food. A condition was also imposed that no more than six customers would be permitted to use any designated smoking area at any one time.
The applicant stated they would manage this by informing customers that the smoking area is full and inviting them to leave if they do not comply.
Following discussions and amendments by the applicant, including the withdrawal of plans for outdoor music and events, six of the resident objections were withdrawn. However, four objections remained, along with concerns from responsible authorities. These authorities had raised issues regarding CCTV provisions, security logs, high-strength alcohol off-sales, hiring of the premises, private events, SIA supervisors, the 'Ask for Angela' scheme, and WAVE training. The Environmental Services Officer (Noise) also had concerns about the use of external areas, music outside, noise from plant equipment, and delivery drivers. Trading Standards officers raised concerns about Challenge 25, refusals logs, and staff training. The applicant amended their operating schedule to incorporate these points, leading to the withdrawal of these representations. The initial plans for outdoor events and all live and recorded music in the outside area were withdrawn by the applicant.
During the hearing, residents voiced worries about potential noise from outdoor smoking areas and litter. Residents were concerned about litter such as alcohol containers and associated litter being left in the area,
including bottles, cans and broken glass.
Regine Pizzeria's operating schedule now includes a condition that No rubbish, including bottles or cans, will be deposited outside the premises between 22:00 and 07:00 hours.
Additionally, prominent notices will be displayed at all exits requesting customers to leave quietly and respect local residents.
The sub-committee ultimately granted the licence with modified conditions. Regine Pizzeria's proposed hours for the sale of alcohol and regulated entertainment are from 11:30 to 22:30 daily. The external areas are restricted to use from midday and must be cleared of customers by 22:00 hours, with no outdoor events or live/recorded music. A condition was also added limiting the number of customers in any designated smoking area to six at any one time.
