Wandsworth Council's Planning Applications Committee has approved plans to add a new floor of accommodation to Newcombe House on Battersea Park Road, creating two new two-bedroom flats.
The decision, made at a meeting on Thursday, 17 September 2026, followed consideration of the application for the building located at 319-323 Battersea Park Road.
Despite objections from residents concerning issues such as loss of property value, noise and disruption during construction, loss of privacy, inadequate parking and waste management, and the development being out of character, the committee granted approval with conditions.
Council officers concluded that the proposal would provide much-needed housing and that the design and scale were appropriate for the location. While acknowledging the lack of dedicated space for bulky waste storage, officers deemed this not to be a sufficient reason for refusal given the overall benefits of the development. However, the report does state that additional cycle and bin storage for the new units would be provided, expanding the existing residential units' services access room from 22sqm to 30.4sqm.
It also notes that the proposed refuse store would therefore provide sufficient storage capacity for the new flats as well as the existing units.
Conditions attached to the Newcombe House application include requirements for carbon reductions, water use, waste storage provision, swift boxes, bee bricks, solar panels, and screening for terraces. These conditions aim to mitigate potential impacts on residents and the environment.
The approval is subject to these conditions, which will be detailed in the full planning decision. The addition of this new floor will increase the total number of flats in the building to eleven.
