Wandsworth Council's Planning Applications Committee has approved the construction of three new two-storey dwellings on land at the rear of 2-28 Bickley Street, SW17 9NF. The decision, made on Thursday 25 June 2026, was subject to a Section 106 legal agreement and is CIL liable.

Councillor Osborne, speaking as a ward councillor, raised concerns regarding the narrowness of the alleyway for fire engines and refuse disposal, the potential for fly-tipping, and the historical heritage of the site. Officers clarified that fire tender access would not be possible directly to the site, but hoses could be used. Mr. Nigel Grainger, East Area Team Manager, confirmed that the passageway leading from Bickley Street to the site is suitable for an average car and van, and a fire engine could park at one end with hoses run through. A resident sprinkler system is included in the proposal, and there is an option to install an additional fire hydrant if one is not within 90 metres of the site to comply with London Fire Brigade standards.

Councillor Osborne highlighted specific historical heritage concerns, referencing Eldon House and Salvador House. Eldon House was a school run by Joseph Lancaster, a significant educationalist, and Salvador House was home to Joseph Salvador, a prominent merchant prince and founder of the board of deputies of British Jews. Councillor Osborne speculated that the development site might be where the wine cellar of the 18th-century mansion stood, and that 18th-century kitchen floor tiles are still visible. The Greater London Archaeology Advisory Service recommended a written scheme of investigation, and the local amenity society is to be kept updated on any discoveries.

Concerns about waste disposal arrangements were addressed by Mr Duncan Moore, the external legal advisor. He explained that the Section 106 legal agreement is intended to secure arrangements for waste disposal beyond the initial agreement and will bind subsequent owners. The council will have powers under environmental health legislation to ensure ongoing compliance. It is anticipated that the owners will form a management company responsible for waste management and maintenance of shared areas. This agreement will be disclosed in the local land charges register and registered against the land registry titles, ensuring future purchasers are aware of the requirements.
