Wandsworth Council's Planning Applications Committee has approved plans to demolish an existing office building at 2 Altenburg Gardens, SW11 1JJ, and replace it with a new two-storey house.
The new dwelling, intended as one four-bedroom house (Class C3), will feature accommodation in the roof space and will include associated amenity space, landscaping, boundary treatment, cycle storage, and refuse storage. The proposed house would measure 10.5 metres deep (including the front bay window) with an eave height of 5.6 metres and a ridge height of 8.9 metres. The width at ground level would range from 5.8 metres to 6.8 metres, expanding to 8.9 metres at first and second floor levels. The gross internal floor space would be 139.5sqm.

The decision was made during a Planning Applications Committee meeting on Thursday, 25 June 2026. The application was approved with conditions and is CIL liable, with an estimated liability of £13,924.85 for Mayoral CIL and £64,394.62 for Borough CIL.
Concerns were raised by neighbours regarding overdevelopment, scale, massing, noise, loss of outlook, and construction impacts. However, officers addressed these by highlighting the design's integration with the local context, the use of appropriate materials, and the provision of adequate amenity space. The new house addresses neighbours' concerns about loss of outlook through design measures such as setbacks at first and second floor levels, and the use of contemporary materials. The boundary treatment includes brick walls to match the building with timber trellis screening above, and soft landscaping with native shrubs and hedgerow planting.

Conditions were imposed regarding materials, requiring details and samples of external materials to be submitted and approved in writing by the local planning authority before above-ground works commence. Tree protection measures were also required to be installed as per drawing number 11831-D-AMS by Hayden's Arboricultural Consultants, dated 25th July 2025, prior to any works or materials arriving on site. A Construction Environmental Management Plan (CEMP) was also required to be submitted and approved prior to any development commencing, detailing measures to mitigate construction effects.
The proposed development includes 17 secure cycle parking spaces for the residential units and 2 short-stay visitor spaces, totaling 19 spaces. For the nursery, 4 staff cycle parking spaces are proposed. Refuse storage for the residential units includes 3 x 1100 litre bins for general waste and 3 x 1100 litre bins for recycling, along with a 240-litre bin for food waste. The nursery would have a separate bin store with 3 x 240 litre wheelie bins and 1 x 240 litre wheelie bin for food recycling.
The development is subject to a condition that it must be begun within 3 years from the date of permission. Specific details regarding the phasing of demolition and construction are outlined in Condition 32, which specifies Phase 1 as demolition of the existing nursery building and site preparation works, Phase 2 as the construction of the residential development, and Phase 3 as the construction of the nursery building.
